The four grounds
- Prohibited by law. The activity, or serving it, is unlawful in a relevant jurisdiction.
- Outside the risk appetite. The activity is lawful, but the risk it carries is not one 2PayApp accepts.
- Unsupported by a service provider. An institution involved in providing the service does not support the activity, which makes it unavailable regardless of 2PayApp's own view.
- Inconsistent with financial-network rules. A payment network or scheme prohibits or restricts it.
Only the first is a statement about legality. The other three are statements about what this service can support.
Why a lawful business can still be declined
A payment service does not choose its constraints alone. A provider's policy or a network rule can make an otherwise lawful flow unsupported. In that case the honest answer is that the service cannot support it, not that the business is doing something wrong.
Where to find the list
The current list of prohibited or restricted activities is included in the customer terms or published as a separate policy. Because it can change with law, provider policy and network rules, the controlling version is the one in your documentation rather than a summary on a public page.
What to do if you are unsure
Describe the activity accurately during the eligibility check, including the parts you think may be difficult. An activity that surfaces during onboarding is a question. The same activity discovered later in transaction monitoring is a problem, and it can stop payments that are already in flight.
