What does the Bank of Canada registration cover?

2PAYAPP LIMITED is registered with the Bank of Canada as a payment service provider under Canada's Retail Payment Activities Act, under registration number RPS0002913. It is a separate registration from the FINTRAC one, and both apply at the same time. It is not a banking licence and is not a guarantee of customer funds.

Why there are two registrations

The two Canadian registrations answer different questions.

Neither replaces the other, and neither is a banking licence. When a counterparty asks for regulatory details in a due-diligence questionnaire, both belong in the answer, each with its number and the legal name 2PAYAPP LIMITED.

What it does not mean

The registration does not mean that:

  • the Bank of Canada guarantees or insures customer funds;
  • the company is a bank or may take deposits;
  • the Bank of Canada approves, endorses or recommends 2PayApp;
  • protection equivalent to a bank deposit applies to balances;
  • every service, currency or payment rail is covered by the regime.

Where this matters for a customer

If the question is how is this company answerable for the way it runs payments, this registration is part of the answer.
